Framework or DPS Used: The Welsh Procurement Alliance (WPA) supported the First Choice Housing Association throughout their use of WPA’s Whole House Refurbishment DPS.
About the Project: First Choice Housing Association worked in partnership with ParkCity Multitrade Ltd. on the refurbishment and retrofit of a property in Denbighshire, in North East Wales.
The Challenge: The Client needed to refurbish and retrofit one of their properties, which was in great need of modernisation and construction improvements, in order for it to be able to accommodate residents safely and comfortably.
The Solution: The Welsh Procurement Alliance (WPA) offer a wide range of frameworks and Dynamic Purchasing Systems (DPS) to their valued Clients, across the entirety of Wales. First Choice Housing Association (FCHA) deliver housing in Wales, to support communities and individual independent living.
FCHA utilised WPA’s Whole House Refurbishment (WH) DPS, which is an open market solution designed to provide public sector buyers access to a pool of pre-qualified suppliers for building works, goods and services for use in the refurbishment and maintenance of public sector buildings and social housing.
There are many benefits to the DPS, which supports the local economy and generates lasting social value in local communities, much like FCHA’s ethos. The Whole House Refurbishment DPS also supports environmental sustainability, alongside meeting regulatory compliance and providing flexible routes to procurement. Through FCHA’s use of the DPS, they were able to partner with ParkCity Multitrade Ltd., a building contractor with an impressive roster of experience throughout almost all development sectors, going back years in their support of the communities in North Wales.
The Results: FCHA and ParkCity Multitrade Ltd. partnered to refurbish a five bedroom detached house for four tenants, with learning and physical disabilities. Additionally using the Welsh Government Social Housing Grant Scheme (SHG) for more energy efficient homes throughout Wales, FCHA were pleased throughout the delivery of the project.
The property included two large driveways, level access throughout the ground floor, five bedrooms, one staff room, an accessible ensuite bathroom with an Gerberit toilet, along with a large kitchen, lounge, and a private garden. The property was rated with an impressive, EPC 81 (B).
ParkCity Multitrade Ltd. installed solar and battery storage, along with thermal insulation which was added throughout, and fob door access for the wheelchair users. The measures enabled higher security for the tenants living within the property, and easier access.
Benefits Delivered: This project is a great demonstration of the Welsh Procurement Alliance supporting the Wellbeing of Future Generations Act, exemplified in creating a prosperous Wales, healthier Wales, a more equal Wales, a Wales of cohesive communities and a globally responsible Wales.
