Introduction to the Framework

This framework has been developed to provide an efficient, value for money procurement route for local authorities, social landlords and other public sector bodies for the offsite development of new residential buildings using modern methods of construction (MMC).

This framework agreement can be used for:

  • General housing
  • Apartments (including student accommodation and care homes)
  • Adaptive pods
  • Room on the roof projects
  • Temporary accommodation
  • Enhanced energy performance and net zero carbon projects
  • Groundworks for offsite projects

Our vision for the framework

This framework is designed to support WPA Clients to increase the use of Modern Methods of Construction (MMC) in delivering their housing programmes.

  • Meeting the ‘Gold Standard’
  • Promoting early collaboration between Clients and Appointed Companies
  • Bringing Clients together for aggregation of demand
  • Delivery of Net Zero Public Sector Buildings standard to support public bodies in meeting their net zero commitments for their new build projects.
  • Increased use of Pre-Construction Service Agreements (PCSAs)
