WPA Welcomes Partners to the Launch of the New RSA Roofing Framework
WPA was delighted to welcome a number of suppliers and approved installers to our newly launched RSA Roofing Framework, introduced in October 2025.
With five dedicated workstreams—Traditional Flat, Liquid Flat, Profiled Metal, Pitched, and Mixed Roofing—RS5 provides flexibility through both mini-competition and direct award routes. Importantly, the framework champions SMEs and local contractors, ensuring a diverse mix of suppliers to meet the varied needs of communities across Wales
As part of the launch activity, WPA hosted an exclusive RS5M briefing session on 20 November 2025. The session provided a comprehensive walkthrough of the RS5M framework structure and scope, along with practical guidance on working alongside approved installers under RS5C. The RS5 Framework is designed as a compliant, gold-standard solution that exceeds statutory requirements, placing strong emphasis on collaboration, social value, and whole-life value. It supports a broad range of innovative and energy-efficient roofing solutions, including low-carbon products, green and blue roofs, and emerging technologies such as solar tiles. Clients can also benefit from VAT savings on solar installations until 2027
The event offered an excellent opportunity for partners to meet the new WPA team, including Chris Pine our new Client Support Manager and Cadwgan Thomas, our new Technical Manager.
It was a great to share insights and revisit the wide-ranging benefits that the framework brings to public sector organisations across Wales. Attendees also viewed historical projects to encourage open discussion to support future pipeline , a key topic from Welsh Government to understand future opportunities, supporting growth and value for money within the public sector.
